Project Description

Northshore Utility District (NUD) will be installing an approximate total of 1168 linear feet of 8” and 1910 linear feet of 6” restrained joint ductile iron water main in 7 modest sized neighborhoods within the District’s boundary. The work also includes replacement of water services and sewer manhole castings; installation of blowoff assemblies & appurtenances, fire hydrant assemblies, and ADA ramps. Existing water main and appurtenances shall be filled & abandoned in place. Restoration includes trench patching, asphalt grind & overlay, and curb replacement. Detailed work description in each location is provided in the project drawings and specifications through Builders Exchange of Washington, Inc.

The project consists of the following areas:

Schedule A – 190/35 Water Main Replacement
Schedule B – 190/60 Water Main Replacement
Schedule C – 198/64 Water Main Replacement
Schedule D – 145/104 Water Main Replacement
Schedule E – Juanita/88 Water Main Replacement
Schedule F – 120/80 Water Main Replacement
Schedule G – 124/106 Water Main Replacement

Order of work and Restrictions:

  • Schedule F – 120/80 Water Main Replacement shall be started first and completed before work can begin on another schedule, unless the Contractor has sufficient resources to adequately staff and complete multiple schedules of work simultaneously.
  • Schedule A – 190/35 Water Main Replacement shall be completed by February 28, 2026.
  • For the remaining schedules of work, the Contractor may choose order of work.
  • Each schedule of work must be completed and restored to the satisfaction of the District before the Contractor will be allowed to commence work on the subsequent schedules

The engineer’s construction cost estimate is $2,500,000 to $3,000,000 including sales tax.

It is recommended that Bidders “Register” in order to receive automatic email notification of future addenda and to place themselves on the “Self-Registered Bidders List”. Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Each bid must be submitted on the “Proposal” forms provided in Section 5 of the “Specifications, Proposal and Contract Documents” and shall be accompanied by a bid proposal deposit in the form of a surety bond, postal money order, cashier’s check or certified check made payable to King County Treasurer, King County, Washington for a sum of not less than 5 percent of the total bid. A bid shall not be considered unless accompanied by such bid proposal deposit.

CONTRACT AWARD

A contract, if awarded, will be based upon the lowest responsive and responsible bid or bids as defined in more detail in the bid documents.

Northshore Utility District reserves the right to reject any and all bids, to delete portions or all of the work, to substitute alternative bid item prices for base bid item prices, to waive any informality in bidding, and to make the award deemed to be in the best interest of the District.

Proposals received after the time announced for the opening will not be considered. No bidder may withdraw its bid after the time announced for the opening or before the award and execution of the contract(s) unless the award is delayed for a period exceeding sixty (60) calendar days.
