Washington State Administrative Code (WAC) 44-14-01002 requires that agencies "adopt reasonable regulations for public records requests." 

According to the Public Records Act of RCW Sections 42.56.040, 42.56.070, and 42.56.100:  "Agencies shall adopt and enforce reasonable rules and provide full public access to public records, to protect public records from damage or disorganization, and to prevent excessive interference with other essential functions of the agency."
