Job Description:

Northshore Utility District is a special purpose water and sewer utility located at the northeast end of Lake Washington in King County. The District encompasses more than 11,000 acres in parts of Kenmore, Bothell, Juanita, Totem Lake, Kingsgate, Finn Hill, Lake Forest Park and Kirkland and serves more than 77,000 people.

We are looking to fill a Side Sewer Inspector / Technician position in the Engineering Department. The role is responsible for inspecting side sewer installations, modifications, and repairs ensuring work meets District standards and permit requirements. The position also assists the Lead Inspector and Construction Inspector on CIP and DE projects as required. The Side Sewer Inspector / Technician investigates and works towards resolution on potential utility conflicts and easement encroachments. The position is also responsible for performing warranty inspections, field verification of GIS mapping data, confirming utility depths, coordinating potholing efforts, and other duties as assigned.


  • Inspects side sewer installations to ensure compliance with District standards, regulatory requirements, and contract documents. This includes traffic control, erosion control, soil compaction and restoration.
  • Interprets and explains standards, regulations, plans, and specifications to contractors and homeowners.
  • Identifies noncompliant conditions and works with contractors and homeowners to correct improper installations.
  • Records the installations (as-builts) for side sewers throughout the District by drawing location, dimensions, depths, bends, connections, and more using software tools; tracks and maintains records.
  • Coordinates activities as they relate to side sewer installations and permit tracking.
  • Studies plans and assists in locating buried side sewers for homeowners and contractors.
  • Works with IT-GIS Specialist to update District utility maps.
  • Reviews material submittals for conformance to District standards.
  • Assists the Lead Inspector and Construction Inspector on CIP and DE projects with punch list and warranty inspections, and other inspection tasks as required.
  • Reviews and researches utility conflicts and easement encroachments.
  • Other duties as assigned.


  • Basic understanding of the District’s operation as a water and sewer utility.
  • General knowledgeable about water distribution and wastewater collection system construction practices.
  • Ability to read and interpret civil engineering drawings.
  • Basic understanding of general survey information.
  • Basic understanding of mathematics and geometry, related to pipe slope calculation.
  • Basic understanding of the Microsoft Office Suite, other commercial software, voicemail system, etc.
  • Ability to work with supervision/instructions.
  • Communication (oral and interpersonal) skills as applied to interaction with co-workers, contractors, supervisor, and the general public.  An incumbent in this position must be able to deal tactfully, courteously, and effectively with a variety of people in person, on the phone and via e-mail.
  • Ability to markup pdf documents, organize project files and prioritize work.
  • Flexibility in accepting assignments.


  • High School diploma or GED.
  • Experience with underground utility preferred.

Licensing Requirements:

Valid Washington State Driver’s License.

Other Requirements:

Reliable and regular attendance.
