Engineer

Job Description

Works under the direct supervision of a Registered Professional Civil Engineer to assist in providing engineering services for the planning, budget development, design, permitting, and public involvement for capital improvement projects. Provides construction management services, including inspection coordination, progress payments, field interpretation, design modification and project closeout. Assists in administering consultant contracts and managing consultants during design and construction. Provides status reports. Participates in studies, comprehensive plan updates, project status updates, and engineering department policy decisions. Assists in the development of engineering standards and policies. Provides technical support to other departments.

Essential Duties

  • Assists with managing consultants in the preparation of water and wastewater capital improvement project plans and specifications, including design review, field review, quantity take offs and cost estimating.
  • Ability to successfully prioritize competing deadlines, schedules, and resources among a variety of customers to ensure timely delivery of projects.
  • Works closely with the Maintenance & Operations Department to ensure that projects meet the long-term ownership and maintenance requirements of the District.
  • Coordinates outside agency projects.
  • Assists with the bidding phase of capital improvement projects, including bid review and bid tabulation.
  • Reviews construction-record drawings for capital improvement projects.
  • Assists with construction support, including inspection material submittal review, and pay estimate preparation and review.
  • Assists in maintaining standard plans and specifications.
  • Other duties as assigned.

Abilities (position requirements)

  • Working knowledge of the basic principles and practices of civil engineering including the methods, materials, equipment and modern techniques in civil engineering, construction and inspection.
  • Working knowledge of civil engineering, surveying, GIS, computations and interpretation of legal descriptions.
  • Ability to deal tactfully with coworkers, contractors, consultants, permitting agencies and the public.
  • Basic knowledge of utility construction and contract management.
  • Proficient in the use of the Microsoft Office Suite.
  • Proficient oral, written and interpersonal communication skills. Incumbent must be able to interact tactfully, courteously, and effectively with a variety of people in person, on the phone, and via e-mail.
  • Excellent organization skills.
  • Flexibility in accepting assignments.

TRAINING, EXPERIENCE & CERTIFICATIONS

Training & Experience

  • Bachelor of Science in Civil Engineering.
  • Minimum of two years of employment experience in a civil-engineering related position.

Licensing Requirements

  • Engineer-in-Training certification or Current Washington State Professional Civil Engineering Registration.
  • Valid Washington State Driver’s License.

Physical Requirements

Most work is performed indoors in an office environment with some work outdoors. May need to climb water towers or enter underground vaults. Occasional driving may be required. Nights and odd hours in response to emergencies may be required. This position typically requires: walking, climbing, grasping, talking, hearing, seeing and repetitive motions. Exerting up to 30 pounds of force occasionally to move objects.

 

Senior Engineer

  • Proficient in all phases of project management.
  • Proficient in the development and interpretation of legal descriptions and in obtaining and utilizing field survey information.
  • Proficient in the use of GIS mapping.
  • Ability to deal tactfully with coworkers, contractors, consultants, permitting agencies and the public.
  • Possess well-developed organizational skills.
  • Proficient in the use Microsoft Office Suite.
